The project will begin with a diagnostic phase to identify areas for enhancing PPAG\u2019s<br \/>\ninclusivity and community alignment, followed by developmental support tailored to specific needs<br \/>\nidentified.<br \/>\nThis initiative will be conducted in two phases:<br \/>\n1. Diagnostic Phase: This initial phase will entail a comprehensive analysis of PPAG\u2019s current<br \/>\ngovernance structures, systems, and processes. The assessment will consider criteria such as the<br \/>\neffectiveness of governance oversight, cost-efficiency, and overall alignment with PPAG\u2019s<br \/>\nmission and values.<br \/>\n2. Developmental Phase: Based on insights gathered in the diagnostic phase, this phase will focus<br \/>\non providing targeted support to address specific needs within PPAG, fostering governance<br \/>\npractices that are inclusive, transparent, and aligned with community priorities.<br \/>\nTo support this work, PPAG is seeking a consultant with demonstrated expertise in Civil Society<br \/>\nOrganisation (CSO) governance and significant experience in governance analysis strengthening to<br \/>\nlead the diagnostic phase of this initiative.<br \/>\n<strong>B \u2013 ABOUT PPAG<\/strong><br \/>\nThe Planned Parenthood Association of Ghana (PPAG) is a non-governmental, non-profit<br \/>\norganisation established in 1967. It is a member of the International Planned Parenthood Federation<br \/>\n(IPPF), and has over the decades played a pivotal role in the promotion of Sexual and Reproductive<br \/>\nHealth and Rights (SRHR) in Ghana.<br \/>\nPPAG was founded in response to the growing need for family planning education and services in<br \/>\nthe country. Since its inception, PPAG has evolved to become one of Ghana&#8217;s leading providers and<br \/>\nadvocates for comprehensive sexual and reproductive health services, particularly focusing on<br \/>\nyoung people and marginalised populations.<br \/>\nGuided by a rights-based approach, PPAG works to ensure that every individual especially women,<br \/>\nyouth, and vulnerable groups has access to accurate information and quality services that empower<br \/>\nthem to make informed choices about their sexual and reproductive lives. PPAG operates through a<br \/>\nnetwork of clinics, youth centers, community-based service delivery points, and peer educators<br \/>\nspread across the country.<br \/>\nPPAG\u2019s work includes family planning services, HIV\/AIDS education and care, adolescent<br \/>\nreproductive health, safe motherhood initiatives, and gender-based violence prevention among<br \/>\nothers. The Association also engages in advocacy and capacity building to influence policies and<br \/>\npromote gender equality and youth-friendly health services.<br \/>\nWith a vision to be the leading provider of quality and sustainable SRHR services in Ghana, PPAG<br \/>\ncontinues to be a key player in advancing health, rights, and well-being for all Ghanaians.<br \/>\n<strong>C &#8211; KEY OBJECTIVES OF THE REFORM<\/strong><br \/>\n1. Evaluate governance structures, systems, and processes within PPAG to ensure they are<br \/>\naccessible, cost-effective, and oriented towards the collective advancement of PPAG\u2019s mission<br \/>\nand values.<br \/>\n2. Improve governance effectiveness, supporting decision-making that is representative of<br \/>\nPPAG\u2019s diverse community, using broad base inclusiveness and anti-racism approaches and<br \/>\npromotes active engagement across organisational levels.<br \/>\n<strong>D &#8211; OBJECTIVES OF THE CONSULTANCY<\/strong><br \/>\nThe consultant will:<br \/>\n1. Assess the Association\u2019s governance structures, systems, and processes in relation to<br \/>\ninternational governance standards. This includes evaluating cost-efficiency and effectiveness<br \/>\nin fulfilling key governance responsibilities, such as setting strategic direction, approving<br \/>\npolicy frameworks, managing risks, mobilising resources, and overseeing the organisation\u2019s<br \/>\nfinancial health. The assessment will highlight areas where practices can be enhanced to ensure<br \/>\nthat governance is both impactful and aligned with the Association\u2019s mission and values.<br \/>\n2. Develop Recommendations for Inclusive Governance with an accompanying action plan:<br \/>\nPropose actionable improvements to governance structures that prioritise clarity of roles,<br \/>\nequitable engagement, and shared accountability across the organisation, reflecting a holistic<br \/>\ncommitment to PPAG\u2019s mission.<br \/>\n<strong>E &#8211; SCOPE OF WORK<\/strong><br \/>\nThe consultancy will conduct a comprehensive diagnostic of PPAG\u2019s governance, focusing on<br \/>\ninclusivity, accessibility, and community-centred practices:<br \/>\nGovernance Analysis: Using tools such as SWOT analysis and appreciative inquiry, the consultant<br \/>\nwill examine governance dynamics, identifying existing practices that support collective leadership<br \/>\nand any areas where more inclusive structures could strengthen decision-making.<br \/>\nRoles and Responsibilities: Analyse the division and balance between governance and<br \/>\nmanagement, clarifying formal and informal roles to enhance transparency and accountability. This<br \/>\nincludes examining communication flows to ensure accessible channels for sharing knowledge and<br \/>\nbuilding consensus across different levels of governance.<br \/>\nNational and Branch Structures: If Applicable, evaluate governance structures across national<br \/>\nand branch levels to ensure alignment with PPAG\u2019s community-centred mission. This involves<br \/>\nassessing the relevance and responsiveness of these structures to PPAG\u2019s evolving needs and<br \/>\npriorities.<br \/>\nReview of Governance Practices: Assess Council\u2019s election processes, recruitment, and evaluation<br \/>\nprocesses to ensure they are structured to draw a range of skills and perspectives, fostering<br \/>\nadaptability and responsiveness to PPAG\u2019s context and emerging trends.<br \/>\nStakeholder Consultation: Engage key stakeholders across governance, management, and<br \/>\ncommunity partners to ensure the governance structure integrates a broad spectrum of voices,<br \/>\nvalues, and insights. This consultation will support PPAG in maintaining a governance approach<br \/>\nthat remains rooted in collective priorities and community alignment.<\/p>\n<p><strong>F &#8211; EXPECTED RESULTS (DELIVERABLES)<\/strong><br \/>\n1. Comprehensive Diagnostic Report: A report capturing the findings, highlighting areas where<br \/>\nthe governance framework can support inclusive and transparent practices, and drawing<br \/>\ncomparisons with similar governance models to inform practical recommendations.<br \/>\n2. Actionable Governance and Development Plan: A clear, step-by-step proposal for enhancing<br \/>\nPPAG\u2019s governance structure, identifying any necessary updates to governance documents to<br \/>\nreflect organisational values and foster a dynamic, collaborative approach.<br \/>\n3. Consultation-Based Final Report: A revised report and action plan incorporating feedback<br \/>\nfrom PPAG and relevant stakeholders, fostering a shared understanding and ownership of the<br \/>\nproposed governance improvements.<br \/>\n<strong>G &#8211; TIMELINE AND COMMUNICATION<\/strong><br \/>\nDuration: This phase is expected to take eight weeks from the contract start date.<br \/>\nCommunication and Monitoring:<br \/>\n\u2022 Regular updates, including video calls\/calls with the Coordination Team to facilitate<br \/>\ntransparency and collaborative decision-making.<br \/>\n\u2022 Presentation of draft findings to the Coordination Team for feedback and discussion.<br \/>\n\u2022 Participation in virtual round tables.<br \/>\n\u2022 Final presentations to the PPAG Council and Senior Management Team (SMT) to ensure<br \/>\nalignment and prepare for implementation.<br \/>\n<strong>H &#8211; QUALIFICATIONS AND EXPERTISE<\/strong><br \/>\nThe consultant or agency should demonstrate:<br \/>\n\u2022 Experience in governance and organisational development within civil society, with a focus on<br \/>\nfostering accessible and inclusive governance practices.<br \/>\n\u2022 A minimum of a Bachelor\u2019s degree in Social or Political Sciences, Organisational Development,<br \/>\nEconomics, Business Administration, or a related field, with at least seven years of relevant<br \/>\nexperience working directly with Boards or consulting on governance reform. Equivalent<br \/>\nprofessional experience in these areas will also be considered.<br \/>\n\u2022 A Master&#8217;s degree in Public Policy, Governance, Organisational Development, Public<br \/>\nAdministration, Development Studies, International Development, or a related field is desirable.<br \/>\n\u2022 Advanced knowledge in governance reform and organisational development that aligns with<br \/>\ncommunity-centred and participatory principles.<br \/>\n\u2022 Familiarity with the statutory regulations and compliance for civil society organisations in the<br \/>\ncountry will be an added advantage, ideally within the sexual and reproductive health sector.<br \/>\n\u2022 Experience in the not-for-profit sector and preferably in the field of sexual and reproductive<br \/>\nhealth.<br \/>\n\u2022 Demonstrable commitment to embedding anti-racist and feminist practices into governance<br \/>\nwork, with a proven track record of fostering inclusive, equitable, and community-centred<br \/>\ngovernance solutions.<br \/>\n\u2022 If possible, bilingual in English\/and other IPPF languages in order to produce reports in the<br \/>\nlanguages of IPPF.<br \/>\n<strong>I &#8211; SELECTION CRITERIA<\/strong><br \/>\nProposals will be evaluated on:<br \/>\n1. The relevance and clarity of the proposed approach, reflecting a commitment to collaborative,<br \/>\ncommunity-aligned governance.<br \/>\n2. Prior experience of similar assignments in the field of governance and organisational<br \/>\ndevelopment, particularly in supporting civil society organisations\/NGOs.<br \/>\n3.
